Andrew Solomon
Andrew Solomon is a globally recognized rule of law practitioner and thought leader with over 30 years of experience promoting judicial reform, court excellence, and user-friendly administration of justice. He has designed and implemented innovative policies and programs to strengthen justice systems and judiciaries worldwide. As a Senior Rule of Law Advisor at USAID, Andrew collaborated with judicial councils and court leaders across the globe, spearheading initiatives to enhance judicial independence, efficiency, public engagement, and access to justice. He also led the Rule of Law IDEAS Lab, fostering innovative approaches to court performance, and worked closely with the International Judicial Relations Committee of the U.S. Judicial Conference to promote transnational judicial cooperation. Andrew has been a key figure in international justice reform efforts, leading engagement with the Justice Action Coalition (JAC), the Organization for Economic Cooperation and Development (OECD), and other global institutions to advance people-centered justice. Prior to his tenure at USAID, Andrew held leadership roles at BlueLaw International, the American Society of International Law, the American Bar Association, the Brookings Institution, the Office of the High Representative in Bosnia, the Organization for Security and Cooperation in Europe, and the United Nations High Commissioner for Refugees.
